Breaking: Governor Oborevwori Presents N936 Billion “Budget of Fiscal Consolidation” for 2025 to Assembly

Delta State Governor, Rt. Hon. Sheriff Oborevwori, presented the 2025 budget of N936 billion to the State House of Assembly on Thursday for review and approval.

The Governor arrived at the Assembly complex around 10 a.m. and was greeted with enthusiastic cheers from the staff.

The assembly personnel expressed their excitement by singing and dancing to celebrate his visit.

During his presentation of the appropriation bill, titled “Budget of Fiscal Consolidation,” Governor Oborevwori emphasized the budget’s focus on human capital development and infrastructure initiatives.

The budget allocates the largest portion, N230 billion, to road infrastructure. Other significant allocations include N67.42 billion for education, N30.55 billion for health, N11.03 billion for water resources, and N7 billion for agriculture.

Bomadi LG Boss, Andaye, Recognizes Retired Service Chiefs, Elders Statesmen, Inaugurates Security, Advisory Council

The executive chairman of Bomadi Local Government Area in Delta State, Hon. Rawlings Dagidi Andaye, has hosted a special event to honor retired service chiefs, esteemed elder statesmen, and influential individuals from Bomadi who have made notable contributions to the nation.

Held at the council secretariat in Bomadi, the occasion was attended by distinguished guests, including natives living in various parts of the country, who were celebrated by Hon. Andaye’s administration for their dedication to public service.

Governor Oborevwori Advises National Boundary Commission to Act with Objectivity, Neutrality to Earn Public’s Trust

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has advised the National Boundary Commission to act with objectivity, neutrality, and integrity to earn the public’s trust.

Oborevwori who gave the advise on Wednesday while addressing critical issue of boundary disputes in Nigeria, highlighted the detrimental impact on peace, security, and the prosperity of local communities.

He emphasized that such disputes have led to significant loss of life and appealed to the National Boundary Commission and other key stakeholders to prioritize resolution efforts for conflicts between border communities.

Governor Oborevwori made these remarks at a workshop aimed at fostering dialogue among Nigeria’s coastal states and local governments, themed “Towards Secure, Peaceful, and Prosperous Borders.” The event took place at Unity Hall, Government House, Asaba.

Describing the workshop’s theme as both timely and relevant, Governor Oborevwori remarked that boundary disputes are an age-old challenge that continues to afflict humanity.

He noted that Nigeria has faced these issues since colonial times, resulting in severe and destabilizing consequences for its citizens.

“There is hardly a state in Nigeria that has not experienced boundary-related conflicts, often leading to displacement, loss of life, and destruction of property,” he stated.

He referenced reports indicating that from January 2018 to August 2022, 676 individuals were killed due to various communal and boundary-related clashes across the nation.

The Governor pointed out that the root causes of these disputes often stem from issues such as land ownership, community pride, historical or colonial demarcations, and socio-cultural factors.

“In Delta State, it can be said that approximately 80% of boundary disputes are linked to land use, whether for agriculture, mining, or other economically significant activities,” he added.

“These conflicts frequently result in large numbers of internally displaced persons (IDPs), which poses risks to their safety and well-being since living conditions in IDP camps are often unhealthy and hazardous.”

He urged the National Boundary Commission to intensify its efforts in dispute resolution. “As the body tasked with resolving boundary conflicts in Nigeria, the National Boundary Commission plays a vital role in ensuring peace, security, and prosperity in our communities,” said Oborevwori.

The Governor called for the Commission to implement awareness and education programs to inform the public about the significance of respecting established boundaries.

He stressed the need for thorough investigations into boundary disputes, emphasizing that officials must act with objectivity, neutrality, and integrity to earn the public’s trust.

“Conversations break down rapidly when there is a perception of favoritism from those expected to be impartial mediators,” he cautioned.

“An effective conflict resolution framework is essential for maintaining national security, which necessitates strong political will from the government to carry out recommendations aimed at amicably resolving disputes and preventing future occurrences.”

With peace and security at the forefront of the MORE agenda, Oborevwori reiterated his commitment to collaborating with the National Boundary Commission for a safer, more secure, and prosperous Nigeria.

In his opening remarks, Delta State Deputy Governor, Sir Monday Onyeme, expressed his approval of the African Union’s Border Governance Strategy, which emphasizes sound border management and sustainable development.

He urged the African Union to maintain its efforts to harmonize existing issues within boundary communities.

Onyeme, who also chairs the Delta State Boundary Commission, reflected on the arbitrary divisions established by European colonizers, which disregarded the ethnic homogeneity of numerous African groups, forcing them into different nations and hastily grouping diverse communities under single, often conflicting borders.

Deputy Governors from Bayelsa and Rivers States, Senator Lawrence Egwhrudjakpor and Professor Ngozi Odu, also addressed the gathering, urging relevant authorities to engage in ongoing discussions about boundary issues to facilitate their resolution.

Director-General of the National Boundaries Commission, Surveyor Adamu Adaji, stated that the workshop was primarily organized to engage Nigeria’s coastal states and local governments, along with traditional leaders, in effective border governance.

Traditional rulers from Southwest and South-South states and other stakeholders participated in the one-day workshop.

The first lady of Delta State, Mrs. Tobore Oborevwori, has stated that she will support initiatives focused on promoting gender equity and development throughout the state.

Mrs. Oborevwori made this known when the Delta State University of Science and Technology (DSUST) in Ozoro awarded her the distinguished title of honorary ambassador.

She emphasized that the initiative aligns with her husband’s vision of empowering women and girls, as well as fostering overall development in Delta State.

The prestigious award was presented to Mrs. Oborevwori on Tuesday at the university’s main campus, located in the Isoko North Local Government Area.

This recognition highlights her exemplary contributions to charity, women’s development, and the empowerment of young girls.

The honor was facilitated by the university’s Directorate of Gender and Development Studies and presented by Dr. Justina Oboreh.

During the award ceremony, Prof. Jacob Oboreh, the Vice-Chancellor of the university, expressed gratitude to Governor Sheriff Oborevwori for his continuous support, stating that plans are in place to introduce additional programs aimed at enhancing the university’s offerings.

Tension Escalates in Ughelli as Vigilante Member Fatally Shot in Front of Family

A member of the Ughelli Vigilante group, Mr. Lucky Ighowhare, was tragically shot and killed on Monday night by suspected youth from the Otor-Iwhreko and Ekiugbo communities, who are engaged in a conflict over control of revenue from the Ughelli main market in Ughelli North Local Government Area, Delta State.

Mr. Ighowhare, 58, affectionately known as ‘Thunder,’ was attacked while he was at home with his wife and children, preparing to have dinner around 10 PM.

Eyewitnesses report that a group of youths from one of the rival communities stormed his residence on Sam-Oteri Street and opened fire at his doorstep.

According to sources, the incident was chaotic, with gunfire causing residents to flee in fear.

One witness described the scene, noting that Mr. Ighowhare was sitting with his family, waiting for their meal to finish warming, when the shooting occurred. He was left shirtless and in a pool of his own blood.

The killing of Mr. Ighowhare marks the third fatality in recent violence between the two communities, raising fears of possible retaliatory attacks.

Previously, two other individuals—Mr. Onome Oyibo, who was shot at the Ughelli Main Market, and Mr. Nathaniel Ogra, who succumbed to gunshot wounds at Ughelli Central Hospital—lost their lives amid escalating tensions.

In response to the violence, the Ughelli main market has been temporarily closed, and community leadership has remained silent regarding the situation.

Security checkpoints have been established around the market area to prevent further conflict.

At the time of this report, the bodies of the victims are being held at the morgue of Ughelli Central Hospital.

The Senior Political Adviser to the Governor of Delta State, Senator Emmanuel Edesiri Aguariavwodo, has stated that the M.O.R.E Agenda of Governor Sheriff Oborevwori is actively in progress.

Aguariavwodo, who stated this during a town hall meeting with political leaders of Warri South-West Local Government Area, revealed the state government’s plans for new empowerment programs.

He noted that the meeting aimed to discuss government policies, identify party challenges, and develop solutions to mitigate local development challenges.

The senator conveyed the governor’s appreciation for Warri South-West’s steadfast support and commended the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, the Chairman of Warri South-West Local Government Council, Hon. Sylvester Oromoni, and other leaders for their dedication.

In response, Rt. Hon. Emomotimi Guwor updated the leaders and party members on current projects, assuring them of timely completion in line with Governor Oborevwori’s community development drive. This was in response to leaders who emphasized critical areas for improvement.

Breaking: Delta State Executive Council Approves N936 Billion Budget Proposal for 2025

The Delta State Executive Council (EXCO) has approved a proposed budget of N936 billion for the 2025 fiscal year during a meeting held on Monday, presided over by Governor Sheriff Oborevwori.

In a briefing with reporters, the State Commissioner for Economic Planning, Mr. Sonny Ekedayen, revealed that the budget is structured with N587.4 billion allocated to capital expenditure, accounting for 62.75 percent of the total budget, while N348.7 billion, or 37.25 percent, is designated for recurrent expenditure.

Joined by the Commissioner for Information, Dr. Ifeanyi Osuoza, and Commissioners for Works and Riverine Infrastructure, Mr. Charles Aniagwu and Hon. Ebikeme Clark, respectively, Ekedayen noted that the budget is based on an exchange rate of N1,300 per dollar.

He stated, “The proposed budget totals N936,078,818,719, comprising N587,361,060,084 for capital investment and N348,717,758,635 for recurrent expenses. This budget underscores our commitment to pivotal sectors by balancing our capital and recurrent allocations.”

“This proposal represents a 29.12% increase over the current year’s budget, reflecting our determination to foster the development of the state.

“Our priorities focus on agriculture, micro and small enterprises support, youth empowerment, tourism, entertainment, poverty alleviation through social safety nets, physical infrastructure, healthcare, and education.”

He added that while this budget overview provides valuable insight, it remains subject to review and will be officially presented to the State House of Assembly for further consideration.

Emphasizing transparency and accountability, Ekedayen also noted that the 2025 budget will be fully funded without borrowing. “A substantial portion of our funding will originate from allocations by the Federal Accounts Allocation Committee (FAAC), complemented by our internally generated revenue, which we expect will reach at least N140 billion in 2025.”

Dr. Ifeanyi Osuoza, the Commissioner for Information, remarked that the EXCO has approved a variety of impactful initiatives aimed at benefiting local communities. “As we approach the two-year milestone of this administration, the Council has stressed the importance of forward-thinking strategies.”

He indicated that all Ministry heads, Commissioners, and Permanent Secretaries are tasked with rigorously overseeing their respective projects, maintaining a mandate for high-quality work. “There is zero tolerance for subpar or incomplete projects.”

The Council also confirmed several important appointments, including HRM Dr. Greg N. Oputa as the Obi of Aboh in Ndokwa East and Professor Epiphany Azinge, SAN, as the Asagba of Asaba Kingdom in Oshimili South Local Government Area.

In terms of infrastructure, the EXCO approved various projects, including the rehabilitation of the Ugwhrughelli/Ehidi road and the construction of Chief Lyn Ivie Akporiche Street in Ughelli North LGA, as well as Amechi Aguisi Street in Asaba. Other projects include the construction of oil road/old Okpe road in Jeddo Okpe Local Government, Ejeba Road Extension/Jelink Road, and Olomoro Road in Isoko South.

Commissioner for Works, Mr. Charles Aniagwu, shared that the EXCO directed evaluations of contractors with projects that have exceeded one year without progress. Furthermore, he mentioned the approval of several new roads, including the reconstruction of Uzere Asaba-Ase Bridge and accompanying roadways in Ndokwa East and Isoko South.

Additionally approved were six internal roads in Isoko South, including the Alisimie-Owa-Nta road in Ika North East, as well as internal roads and drainage at the NYSC Orientation Camp in Issele-Uku, Aniocha North. Roads providing access to the Airforce base at Osubi Airport and Opete Road by Plantation City to Opete Waterside in Udu Local Government Area were also authorized. “These approvals align with Governor Oborevwori’s vision to enhance business opportunities within local communities,” Aniagwu stated.

Hon. Ebikeme Clark, Commissioner for Riverine Infrastructure, affirmed that EXCO ratified the Governor’s initiative to construct a Model Secondary School in Oporoza and a road leading to the Nigeria Maritime University in Okerenkoko, both situated in the Warri South-West Local Government Area.

He remarked, “The Nigerian Maritime University is a federal institution, but the Governor recognized the need to build the access road linking its temporary site to the permanent campus. The residents of riverine areas are grateful to the Governor and believe that he will continue to support their needs.”

Yafogho Commends Ughelli South Council Chairman for Renovating Health Centre, School in Okwagbe
